Legalisation of documents not issued by the Government of Singapore to be used in the UAE

NOTE: Examples of these documents include documents from foreign institutions, private company documents, educational certificates from private schools and universities. These must first be referred to a Notary Public in Singapore (any law firm offering notarial services) for notarisation and then to the Singapore Academy of Law for certification before the documents can be presented UAE Embassy in Singapore or the Singapore Embassy in Abu Dhabi and Singapore Consulate-General in Dubai for endorsement.

Commercial documents such as Invoices, Bills of Sales, Certificates of Origin, Fumigation certificates, etc should be certified or seen by any of the four Chambers of Commerce(International, Chinese, Indian and Malay) or the Singapore Manufacturers' Association before presenting to the Singapore Academy of Law for legalisation. For legalisation of true copies, please present the photocopy together with the original document for verification.

Step 1: Seek the advice of a Lawyer or Notary Public in Singapore to issue a notary certificate for the original document.

Step 2: Have the document legalised at the Singapore Academy of Law (SAL)

SAL provides service for the legalisation of documents on an appointment basis only. Members of the public who require legalisation service will have to:

1. Submit an online request at https://legalisation.sal.sg;

2. Make payment online by Visa or MasterCard (Note: a Legalisation Fee of S$10.70 (including GST) is chargeable for each document legalised); and

3. Book an appointment to legalise documents at SAL:

   1. Once your online request has been successfully submitted and payment has been made, please proceed to book an appointment with SAL by clicking “Appointment Booking”;

   2. An Email Confirmation with the Invoice will be sent to your registered email address;

   3. On your appointment day, please produce a copy of the Email Confirmation and Invoice when you present your documents for legalisation at the SAL Office. Alternatively, you may flash the QR code on the Invoice.

Step 3: Have the document legalised at the Embassy of the United Arab Emirates in Singapore

In the UAE at the Consulate-General of the Republic of Singapore in Dubai or at the Embassy of the Republic of Singapore in Abu Dhabi

(Please note that the Singapore Embassy in Abu Dhabi or Singapore Consulate-General in Dubai can only attest or notarise a document that has been legalised by the Singapore Academy of Law)
